Dog thrown out of car in Delevan, N.Y. – can any rescues help?

A poor dog was thrown out of a car in Delevan, N.Y. today – a lime green Ford Express. His finder says he looks to be less that a year old and is extremely emaciated, has ticks, and is very sad.
